After bidding farewell to Xing Hu, Tangmo and the others continued distributing food. This persisted for over two hours, as the crowd of onlookers grew larger and the number of beggars increased, turning the scene increasingly chaotic.
Many of the beggars began ignoring Cheng Ziang's warnings, taking the food and leaving, only to shamelessly return later to beg again.
The three could only respond helplessly by refusing further handouts, taking no punitive measures. This emboldened the beggars even more.
The poor, when stirred to action, are often more difficult to deal with than the wealthy—a reality the trio knew well. After being denied food, the beggars began gathering and causing a commotion, deliberately blocking other beggars from getting food, even snatching food from the elderly, women, and children.
