There are so many people in the Underground Forces, Gru, being the leader, really has it tough.
The LAPD is being hampered by Lake; West State isn't really his, but if he manages the private prison project well, his subordinates can effectively become his 'private' assets.
This is an inevitable stage in the factional expansion to resolve internal interest demands, but coming back to Gru personally, it doesn't mean he can take it easy.
For now, this group is far from being deeply intertwined; with the pressure from the main boss, everyone is very loyal. Sheriff Gru must put in all his efforts to make the private prison project work, and do it well.

In order to talk with Sheriff Gru alone, Benny stood pretending to look for something at the main boss's office door for quite a while.
But when Gru and Will came out together, Benny seemed somewhat hesitant to approach.
These two, one thoroughly corrupt, the other blatantly stupid.
