"I don't know who they were," Ryuga shrugged, leaning against the wall. "Too weak. Didn't ask. One kick each—they popped like balloons. Probably just some random nobodies."
The others laughed it off. No one questioned Grease's strength—anyone who fell in seconds clearly wasn't worth remembering.
But Ryuga didn't mention everything.
Those "unimportant passerby villains" had called themselves the Hell Brothers, known formally as the Gear Brothers. Trained by Namba Industries from childhood, they were considered their strongest modified operatives—ruthless, relentless, and nearly unstoppable.
Ryuga, however, hadn't used full force. Yet even that casual effort crippled them permanently. They were now incapable of transforming again. Their defeat was more than symbolic—it crippled Namba's best assets, and quietly reduced pressure on Build for what lay ahead.
"Let the plot move forward," Ryuga murmured to himself. "But not like the original script."
He had no intention of watching everyone around him die again. Nor would he let War Rabbit bear the burden of remaking the world.
He was just waiting—for Evolt to show his hand. Then he would strike, early and decisively.
As expected, war resumed.
With Hokuto now fallen, Seito launched its offensive against Touto. Despite repeated rhetoric about ending war, Prime Minister Himuro and War Rabbit remained passive defenders, playing into Seito's strategy.
"Defending endlessly won't stop a war," Ryuga muttered. "You win wars by ending them, not waiting for the enemy to get tired."
The time for hesitation had long passed. Early aggression could have unified the country—but the idealists had stalled, and Seito was now stronger than ever.
It wasn't the characters' fault—it was the writers. But the consequences were real.
Seito soon proposed another Kamen Rider Representative Battle—this time a three-on-three match.
Surprisingly, Prime Minister Himuro agreed.
"This again?" Sento muttered, skeptical. "They already used this to destroy Hokuto…"
And indeed, it was a trap. But he understood why: Rogue had returned.
The former "honest man," once exiled, had fled to Seito. Now, using Seito's Sclash Driver, he returned as Kamen Rider Rogue, their new champion.
His first mission? Steal Pandora's Box.
He failed.
War Rabbit's Hazard Form crushed him instantly—ending the fight before it began. And just when he nearly lost control and attacked Misora, something inside her reacted: Princess Mars, her dormant power, awakened—bringing Sento back from the edge.
That incident led Sento to intensify development of a new booster system—something that could stabilize the dangerous trigger.
Meanwhile, Seito schemed to steal the new tech. Their inside agent, the reporter Sawa, had been leaking data for weeks under duress—her family held hostage by Namba Industries.
But after living among Team Build, seeing their compassion firsthand, her heart changed.
This time, she chose to betray Namba instead—and warned Sento of their plans.
With that, Team Build prepared a counter-ambush.
The Battle Begins
A week later, the representative battle began indoors—neutral ground.
First Round: Grease vs. the "new" Gear Brothers—once again disguised as the Hell Brothers.
Even combining into a single form couldn't save them. Kazumi crushed them.
Touto 1 – Seito 0.
Second Round: War Rabbit vs. Rogue.
Ryuga, the third representative, was notably absent—riding somewhere on his motorcycle, heading toward his own objective.
The Real Fight Begins
In Seito's operations room, Prime Minister Mido Masakuni fumed over the early loss.
"What happened? We had the advantage!"
Beside him, Namba Jusaburo remained calm.
"The booster data—has Sawa sent it?"
The mechanical assistant, Utsumi, nodded.
"Already uploaded into Rogue's driver."
"Perfect. Now we'll see how Build reacts. Once he activates the booster, we counter."
War Rabbit vs. Rogue
As the battle continued, Sento and Gentoku exchanged words as well as blows:
"Unify the nation? You're just handing it to a tyrant!"
"And you're playing the villain! You created this system—this war is your fault!"
"I made the system for peace! Science can be used for more than war!"
Their fight raged on. Despite being outmatched in his current RabbitTank Bubble form, Sento refused to yield.
Each fall, he stood again.
His strength wasn't in his form—but in his conviction.
"You think the Hazard Trigger proves your hypocrisy?" Rogue sneered. "It's a weapon. Just like us."
"Then let me show you how I use it differently," Sento growled, pulling out the crimson trigger.
"Hazard... ON!"

Rogue's smirk vanished.
But Sento wasn't finished. He drew another item: a sleek, elongated bottle—the result of his latest research.
"No… could it be?!"
"This is the Tutan Broken Ice Fullbottle," Sento said firmly. "The key to stabilizing Hazard Form."
"A booster?!" Rogue snapped.
"Developed not to destroy... but to control power. I won't run from what I made. I'll surpass Katsuragi Takumi, the man I used to be!"
