It was quite simple, actually. Normally, silencing people was a difficult task - you had to either get rid of them (which was something Felix didn't even take into consideration), threaten them with something, or strike a deal by paying for their silence… However, there was still no guarantee they wouldn't spill your secrets when questioned. Unless they were dead or incapacitated to the point that any communication was impossible, of course. As long as they were alive, there was no guarantee…
