The mediator for this post-war negotiations meeting is Dalai Lama, the leader of Tibet, and the religious leader of Tibetan Buddhism.
I received him on the airport, and could was honestly surprised. I always remembered him as an old man, but he is just a 12 year old kid.
A 12 year old kid running a nation, I wonder what could go wrong.
Though a Regent is currently ruling on his behalf until he comes of age, and has also come as a delegation.
Well, it's none of our business. We just need Tibet to be a buffer country with friendly relations.
I namaste'd them, we shook hands, and I welcomed him to India.
As the world got to know about who the mediator will be, especially Pakistan and China, they were shocked.
Most of them must have assumed that the British would be the mediator.
But, it is a clear message that UK can no longer interfere in our matter.
I welcomed the Dalai Lama and his Regent in my own home like a family friend or relative.
Then, we started talking about what to do from here on out.
"I want to establish an Asian Organisation, named United Asian Organisation, so that the Asian countries can fight against colonialism, have a platform to talk to each through diplomacy, and ensure that Asia can get peace.
India will be pleased to have Tibet to be the first member to join it as a founding member."
I gave Dalai Lama the documents for the organisation for him to read it.
The organisation will have many functions:
1. It will be formed by legitimate sovereign countries.
A) It will act as a country recognising body. All members are recognised countries.
B) It will only have Asian governments.
For example, the Dutch government in Indonesia is illegal, and the Indonesian government under Sukarno is the legitimate representative.
Similarly, it will recognise the leaders of the freedom struggle of the countries currently under occupation.
C) Military rule is not recognised.
D) Infighting between member states is not allowed. The one who starts the war will be dismissed from the organisation. Even the members of Saksham Council who have veto power. The veto power wouldn't work in case of starting a war.
2. It will not interfere in the internal matters of countries, and will be only used in discussions between two or more countries if even one requests for a mediator.
3. It will determine the borders of the countries as agreed upon by the countries bordering the said country.
For example, for India's borders, only Tibet, Burma, Afghanistan, Nepal, Bhutan and Xinjiang are required to recognise it, and only the regions where they are bordering.
Honestly, the only region that will be complicated is the very small border with Xinjiang in Northeastern parts of Laddakh which has Karakoram Pass. This was then called Aksai Chin after China occupied the territory.
But it doesn't really matter.
In 1865, British India got the Northeastern Ladakh under its official territory where no one lived.
But in 1899, British offered Aksai Chin to China which controlled Xinjiang at that point, but it never gave any reply. Meaning, it didn't have any problem and accepted the 1865 border.
No border dispute means acceptance in the UAO legal procedure. To open a claim for territory from a country, it needs to be accepted by the country whose territory is claimed.
So, as long as India doesn't accept China's claim, it doesn't hold any political legality.
Moreover, what has been accepted doesn't need to be debated upon. So, there is no need for Nepal, Bhutan and Afghanistan to discuss anything. Its just Tibet, since it wasn't recognised as a fully independent country back then and China had refused the current Indo-Tibet border.
In 1914, the McMahon line was created, and India, Tibet agreed to it. But China was also brought into the discussion and they refused.
But right now, India is recognising Tibet as a fully independent country, and along with it, re-agreeing to the McMahon Line.
5) Saksham Council:
It will be somewhat like UNSC's permanent members. It's members will have Veto.
But it will depend on the contribution of the country, economically, military, and needs certain qualities.
A) The country must have equal rights for all its citizens.
Meaning, countries following Sharia law are immediately out.
B) The country must not be a Theocracy, military dictatorship, or a colonial puppet.
Meaning, kingdoms, communist countries and other dictators are also allowed as long as they give every citizens equal rights.
So, Iran of today will be able to try to get into the council, but the post-revolution one won't.
Even Tibet won't be able to get into this council.
C) They must be the major contributors of UAO's activities. It can be money, military help, etc.
India needs to have its military trained in all sorts of situations. Since UN can't be used for experience right now, UAO will do.
Right now, India is the only one on the council, and I plan on recommending:
—Indonesia after they expel Dutch fighting against it,
—Iran if they remove British oil company from Iran's oil control to get out of the 'colonial puppet' category,
—China after its civil war ends and it is determined which side represents China. UAO won't automatically recognise ROC.
Though I will also try to bring Israel, I will not do so publicly for now.
D) There is bo limit for the number of countries in this council. They just need to have 2/3rd majority in the UAO general assembly if they fit the conditions. And not get Veto'ed.
Dalai Lama and his Regent read through the document, and agreed.
We signed the UAO agreement, making it an official international organisation. And under it, Tibet was recognised as a legitimate sovereign country.
Then, we signed the agreement legitimising the McMahon line as the official border once again. This time, not inviting China into the matters.
The Regent asked, "Will India support us in case China invades us?"
"Yes. Afterall, if Chins manages to occupy Tibet, it will no doubt, attack us too.
During the time China is involved in its Civil War, Tibet needs to prepare its military. I believe that the Civil War will be over in a year or two. India will provide as much help as we can."
I reassured them.
They were satisfied.
